Policies of ICARA
Dual/Double Submission
By submitting a manuscript to ICARA, the authors certify that the work has not been previously published, nor is it currently under consideration for publication, in any substantially similar form in a peer-reviewed venue with publicly accessible proceedings, including journals, conferences, workshops, or other archival forums.
Furthermore, the authors confirm that no substantially similar work has been or will be submitted to any other peer-reviewed conference or workshop with publicly accessible proceedings during the review period. The authors also declare that no substantially similar manuscript has been submitted to ICARA 2027.
As a general guideline, submissions to ICARA should contain no more than 20% material derived from previously published work. Any violation of these policies will result in immediate rejection of the manuscript.
Conference Plagiarism Policy
ICARA maintains a zero-tolerance policy toward plagiarism. All submitted manuscripts must present original work conducted by the authors and include appropriate, accurate, and scholarly citations to the work of others. Authors are responsible for clearly distinguishing their own contributions from prior published results, methods, or ideas on which their work is based. Reviewers are tasked with ensuring that these standards are upheld.
If an author is found to have committed plagiarism, the following sanctions may be imposed:

Rejection of the submitted manuscript or removal of the article from the final proceedings.

Notification of the author’s supervisor(s) and affiliated institution(s).

Reporting the violation to the relevant academic ethics authorities and/or research funding agencies.

Reservation of the right to disclose the author(s)’ names, the article title, affiliated institution(s), and details of the misconduct.
Reviewing Process
By submitting a manuscript to ICARA, the authors agree to participate in the peer-review process and acknowledge that all submissions will undergo rigorous evaluation. Manuscripts are reviewed by appropriately qualified experts selected by the Conference Committee, who provide detailed feedback. If a submission is accepted, authors are required to submit a revised (camera-ready) version that addresses the reviewers’ comments.
All submissions are evaluated under a single-blind review process. Authors’ names and affiliations are included in the manuscript and visible to reviewers; however, reviewers remain anonymous to the authors and to one another, and their identities are not disclosed.
The ICARA 2027 Committees are committed to maintaining a high standard of review. Significant effort is devoted to the careful evaluation of submissions and the organization of technical sessions, ensuring that participants derive maximum benefit from the conference.
